Work packages

Led by Wageningen Research (Netherlands), WP1 will:

• Identify, collect and review current and prospective policy instruments that influence the transitions at EU, country and regional levels, in land, sea and biomass use
• Catalogue 40+ real-world use cases showing how those policies play out
• Shortlist 10 to guide every tool BALANSED builds next

Led by GFZ (Germany), WP2 will:

• Map deliberation already under way in all six study regions
• Build a library of 30 deliberation tools
• Co-design deliberation processes with local stakeholders, tailored to the region’s specific needs
• Prioritise voices too often left out of the room

Led by Wageningen University (Netherlands), WP3 will:

• Deploy two proven tools - QUICKScan and Fuzzy Cognitive Mapping - across all six local and two cross-regional study regions
• Refine them through stakeholder workshops
• Turn local knowledge and insights into information that feeds BALANSED's models

Led by OGS (Italy), WP4 will:

• Build a comprehensive inventory of environmental, economic and social datasets and indicators
• Harmonise land and sea data into shared, comparable formats
• Publish it all open, to FAIR data standards

Led by IIASA (Austria), WP5 will:

• Link established models - GLOBIOM, BeWhere, iCLUE, marine biogeochemical models - into one framework
• Assess land, sea and biomass uses and their trade-offs across 40+ indicators, spanning environmental, economic and social impacts
• Map it all down to regional and local scale

Led by Pensoft (Bulgaria), WP6 will:

• Start by launching six regional spaces
• Run real deliberation inside them, powered by data from across the project
• Then, open a public, pan-European platform
• Build it for real dialogue - comments, discussion threads, feedback forms

Led by Wageningen Research (Netherlands), WP7 will:

• Report how to scale deliberation processes and tools in a regional, national and EU27-context Synthesise results across the whole EU27, land and sea together
• Deliver a practical deliberation roadmap
• Publish at least five policy briefs that any EU region can adopt and use

Led by Pensoft Publishers (Bulgaria), WP8 will:

• Build BALANSED's visual identity
• Launch this website - including the embedded Deliberation Toolkit, in seven languages
• Run the project's early outreach - social media, newsletter and materials for events

Led by Pensoft Publishers (Bulgaria), WP9 will:

• Share findings with the people who can act on them
• Refresh the outreach strategy based on what's worked
• Build partnerships that outlast the project

Led by Stichting Wageningen Research (Netherlands), WP10 will:

• Coordinate all nine other work packages
• Keep all eight study regions methodologically consistent
• Protect the rights and privacy of everyone who takes part
• Manage the Data Management Plan and Advisory Board
